or you could buy an RSM and ammend the wheel size in it's internal setting to something like 120% of the real world setting.  I did that while my diff ratio was stuffing up my speedo needle.  Swapped diffs to an LSD and the diff ratio was bang on the mark again, so needle went accurate.  Apparently you can get an adapter box type thing made up, but the crowd I talked to about it, wanted something like $200 (I can't be perfectly sure on that price as was ages ago), and would take several hours on their hoist.  try to get a skyline LSD as life will be peachy then.  But just so you know there are ways to get the adjustment done.

Why cert it? You will be pushing to find someone who will fail it. My car has needed a cert for the last 4 warrants.

Only needs a cert for the engine, gearbox cross member, brakes, hubs, chassis, suspension, instrument panel, exhaust, driveshaft...

Passes every time.

Basically all youll really need a cert for is coil-overs.
Most warrant places including testing stations are either pretty easy or dull.

If your interested in that car, and he has the gear box out, make sure a heavy duty clutch is going in, if not and you are going to buy put one in.
